Dear participants of the International Exhibition and Conference,

I am glad to welcome you at the 10th Anniversary Central Asian International Exhibition and Conference for Environmental Technologies, Waste Management & Recycling, Industrial Water Treatment and Green Innovations EcoTech 2014.

It has already been ten years that the exhibition demonstrates a progressive, dynamic and qualitative growth. This is the very reason why more and more new companies are engaged in the exhibition offering environmental technologies, equipment and eco-services.

As you may already know, in view of the strategic goals for social and economic development of the country outlined by the President of Kazakhstan, the Concept for transition to the "green" economy has been approved.

Today, a special plan for implementation of this Concept is run in the country, which stipulates specific measures on modernization of the waste management and air pollution reduction system, improvement of the system of water resources management, introduction of principles of sustainable agriculture, increasing the energy efficiency and energy saving, diversification of the energy "basket" through development of the renewable energy sources.

In September of the last year we launched the Green Bridge (Zelenyi Most) Partnership Program aimed at uniting efforts of many countries in ensuring the "green" economic growth in Central Asia and in countries neighboring with the region. This provides for development of the international cooperation, transfer of "green" technologies, sharing knowledge, and support of the international financial organizations, development institutes and the private sector. Today, the number of countries participating in the Partnership program "Green Bridge" has increased up to twelve, and also several countries expressed their willingness to join.

Our goals and objectives consist in promoting the steady economic growth with preservation of the natural wealth, solving issues related to the industrial and energy safety.

The "green" modernization requires the attraction of joint public and private investments of up to 2 percent of GDP annually.

By year 2030, we will create from 400 to 600 thousand new jobs, and by year 2050 we will have an additional three percent increase in GDP against the growth, which is anticipated without transition to the model of "green" development.

In the sphere of water resources management, the program documents set goals on providing the population with the sustainable water supply by year 2020, and the agriculture – by 2030. By year 2050, all water-related problems must be solved. With respect thereto, the State Program on Water Resources Management has been developed and approved.

Having completed a great preliminary work, we are proceeding to the creation of our own integrated system of waste collection and recycling. We will build a system aimed at reduction of waste production. With this purpose, the program on modernization of the management system of the solid household waste 2014-2050 has been developed.

Therefore, on behalf of the Ministry of the Environment and Water Resources of the Republic of Kazakhstan, I welcome the decision of exhibition organisers to hold a forum on the topical issue of development of the waste recycling infrastructure.

We are encouraging all specialists and managers of the enterprises concerned to take part in the EcoTech 2014 Exhibition and the international forum on recycling of wastes.

Best wishes of fruitful work and success in achievement of the set objectives!

Minister of the Environment
and Water Resources
of the Republic of Kazakhstan
N. Kapparov

Dear ladies and gentlemen,

I am pleased to welcome the participants and guests of the 10th Anniversary Central Asian International Exhibition and Forum EcoTech 2014, dedicated to the issues of environmental technologies, waste management, industrial water treatment and "green" innovations, as well as the delegates of the Conference "Development of infrastructure for waste recycling in Kazakhstan", in Almaty.

Last year, the Head of the State approved the Concept of Transition of the Republic of Kazakhstan to the "green economy", which is to become an impetus to create new, environmentally friendly and economically effective industries, at the national level. Now we are facing the problems of energy efficiency and development of alternative energy sources, systemic management of industrial and consumption waste with the introduction of separate waste collection and the increase of a quota of waste processing, improvement of air quality, efficient use of water and land resources.

Almaty City Administration (Akimat) attaches great importance to the solution of environmental problems of the city. The Almaty Development Program for 2011-2015 provides for the realization of a number of measures aimed at reducing the negative influence of motor vehicles and stationary sources of pollution on atmospheric air, further development of beautification and urban greening, system of production and consumption waste management, etc.

I am confident that this Exhibition will contribute to a fruitful and mutually beneficial cooperation of specialists in environmental issues, the development of an environmental management system in enterprises of Kazakhstan; it will be a place to establish business contacts and enter into long-term contracts.

I wish successful work, creative progress and prosperity to all participants, guests and organizers!

Mayor of Almaty City

The main mission of Zhasyl Damu JSC is to create the conditions needed to maintain, restore and improve environmental quality.

There are two main goals within the context of fulfilling this mission:

- To develop a management system for and working directly to manage ownerless waste handed over to the ownership of the state under court orders;

-To reduce greenhouse gas emissions through the establishment and clear functioning of a greenhouse gas emission quota regulation and trading system in Kazakhstan.

Moreover, it is in the RoK MEWR's plans to create a unitary centre for occupational safety management based at Zhasyl Damu, JSC, which will increase the attractiveness of this sector for business and private structures, while retaining the principles and the fundamentals of the course of development called the green economy.

For 9 years running, the exhibition has brought together many companies from different countries. Representatives of science, industry and management in all areas of nature-use, representatives of state structures, and not to mention that one of the most important events held within during the exhibition is the annual waste management conference.

More and more each year, holding the exhibition is in Kazakhstan's immediate interest thanks to its effective proposals, close communication among participants, in the exchange of views, opportunities for learning about new developments and technologies in other firms and countries and apply the experience of other countries.

I am convinced that the packed exhibition schedule and the international conference on the topic of "Waste Disposal Infrastructure Development in Kazakhstan will, without a doubt, pique the interests of specialists in all sectors of the economy and will work toward the resolution of ecological problems around production and consumption waste manage.

Distinguished guests and participants of the 10th Central Asian International Exhibition and Forum on Environmental Technologies, waste management, industrial water treatment and “green” innovations – EcoTech 2014!

On behalf of the Kazakhstan Business Association for Sustainable Development I would like to welcome you at the Jubilee Specialized Exhibition and Conference EcoTech 2014!

During the one of the previous conferences in the discussion a question raised: “What term is more precise – “sustainable development” or “green growth”?” If we understand the “sustainable development” as a global strategic objective, the “green growth” is then a tactic adopted in the current stage of social development.

A task has been set before Kazakh business – to ensure a dynamic growth of our traditional industries and to create a strong manufacturing industrial sector till 2030. The part of waste products recycling and consumption in Kazakhstan should reach 40% by 2030, and by 2050 – 50%.

To perform this task society and business, as its driving force, should effectively use the “window of opportunity” which is created by modern science, technologies and innovations.

Today every person understands that our common future depends on how we will dispose of our resources. Construction of circular economy is a key factor to ensure that our society may grow and develop, becoming less dependent on the use of resources and helping to improve the environment. Return of resources back to production cycles, using them again and again via recycling will reduce the dependence of production on the uncertainties of supply and would be a direct way to improve competitiveness.

It is necessary to adopt a policy of waste management at all levels and to come to grips with infrastructure development, which is a key factor for the transition to the circular economy. We must set target goals for the reduction of volumes of burial for recyclables – plastics, metals, glass, paper and cardboard, biodegradable waste. Only in this case we can talk seriously about the actual elimination of dumps for residential waste by 2030.

As a co-organizer of the international forum EcoTech 2014, we strive to make it a platform for fruitful interaction between entrepreneurs and creation of preconditions for a real transition to the circular economy.

I wish all the participating companies seeking to use the new capabilities to achieve sustainable development to expand the horizons of partnership and enlarge the market in the name of a charitable goal!

Sincerely,

Galina Artyukhina,
Executive director
Kazakhstan Business Association for Sustainable Development (KBASD)
