Kazakhstan may oblige producers to recycle waste
The Ministry of Environment and Water Resources of Kazakhstan in the framework of the program on modernization of solid waste management offers to adopt a law that will oblige manufacturers to recycle some types of waste.

“A particular element in the program is the introduction of extended producer responsibility (EPR). It is necessary to institutionalize the obligation of manufacturers or importers of goods and packaging to collect and recycle the waste generated after using them”, – said at a cabinet meeting on Tuesday, Minister of Environment Nurlan Kapparov.
Nurlan Kapparov noted that the principle of the ERP does not extend to all types of waste: in the world the ERP is usually applied to old cars, used tires, batteries, and battery pack. “It is planned that the producers of the goods covered by the ERP policy, will create and manage their own associations and funds in order to create facilities to collect and recycle/ the waste. Also, it will create new opportunities to develop small and medium business; according to the international experience the SMEs are actively involved in the implementation of the ERP principles”, – he added.
According to Kapparov, the introduction of the ERP principle will also help to increase the workload of the Astana Tire Recycling Plant, which is currently loaded in less than 30%. “In the future, Kazakhstan possibly will build more recycling plants”, – concluded the Minister.
