shkolnikI am glad to welcome you at the 11th Central-Asian International Exhibition and Conference for Environmental Technologies, Waste Management and Recycling, Industrial Water Treatment and Green Innovations — EcoTech 2015.

It is pleasant to see the exhibition and conference to show advancing, dynamic and qualitative growth, attracting new companies to participate, promoting development of international cooperation, green technologies transfer, knowledge and experience sharing, implementation of ecotechnologies into production, development of small and middle business in the area of waste collection, transportation and recycling.

When any modern society destroys its environment, it destroys its own future. There fore the most important is to look for models of effective green economy transfer, harmonious development of nature and humanity, as well as issues of their legal groundwork.

As you know the strategic targets of social and economical development of the country, appointed by the President of Kazakhstan, provided adoption of the Concept of green economy transfer; moreover, issues of the sustainable green development of the economy are considered within the national security sphere in Kazakhstan.

Currently, the Concept realisation plan is under implementation in the country, including practical measures for modernisation of waste management system and restriction of air pollution, increase of energy efficiency and energy saving, diversification of the energy "basket" through development of renewable energy sources.

The Green Bridge ongoing partnership programme, initiated by Kazakhstan, combines efforts of many countries in order to provide the green economic development in Central Asia and neighbouring countries. It implies the development of international cooperation, green technologies transfer, knowledge sharing and support of international financial organisations, development institutions and private sector.

Due to necessity to create our own integrated system of waste collection and recycling, aimed at reduction of waste formation in Kazakhstan, modernisation programme of solid domestic wastes management system 2015-2050 was developed. In addition, the RK draft law concept "Of alterations and amendments into some legislative acts concerning the green economy transfer of the Republic of Kazakhstan" implies the strengthening of control of compliance with the legislation concerning waste issues.

In this regard, on behalf of the Ministry of Energy of the Republic of Kazakhstan, I welcome the decision of the exhibition organisers to continue the theme of strategic development of waste recycling sector in Kazakhstan at EcoTech conference.

We encourage all specialists and directors of interested enterprises to participate in EcoTech 2015 Exhibition and International Waste Recycling Conference.

The main mission of “Zhasyl damu” is the creation of conditions for conservation, restoration and improvement of environmental quality.

The mission consists of two main objectives:
- develop management system and manage ownerless waste, which was transferred to the national property by the court decision;
- reduce greenhouse gas emissions by achieving a smooth functioning of the regulatory and greenhouse gas emissions quota system in the Republic of Kazakhstan.

For 11 years in a row, the exhibition brings together many companies from different countries, representatives of science, manufacture and management in all fields of environmental management, representatives of public authorities. Meanwhile, one of the most important events held during the exhibition is the annual international conference on waste management issues.

Year by year, thanks to the effective proposals, close communication between the participants in exchanging views, ability to learn about new developments and technologies of other companies and countries and adopt practices of other countries, the holding of the exhibition becomes more relevant for the Republic of Kazakhstan.

I am convinced that an extensive program of the exhibition and international conference on “Strategic development of waste recycling sector in Kazakhstan” will undoubtedly cause the interest of specialists from all industries of the economy, contribute to environmental problem solving process in the industrial and consumption waste management.

2015 is going to be a unique milestone on the path of the global community towards Sustainable development goals. And if by “sustainable development” we mean a global strategic goal, then the “green growth” is a tactics that has to be adopted at the current stage of the society development.

2015 is the 20th anniversary of founding of the World Business Council for Sustainable Development. As a regional member of the WBCSD, our association is open to fruitful cooperation to combine the efforts of leaders of both Kazakhstani and international businesses, governmental and non-governmental organizations. Only in close cooperation and by solving the established national objectives, we will be able to achieve the global objectives.

Reality and our experience have already demonstrated that the transition to clean and efficient technologies is a direct path to increased competitiveness. A repeated return of resources into the production cycles and their usage again and again extend the possibilities of economies and markets.

The Kazakhstani businesses are to reduce the volumes of recyclable waste burial: plastics, metals, glass, paper and cardboard, and biodegradable waste. But achieving this goal requires not only infrastructure, but also addressing a number of institutional, legal and financial issues, which is a key factor for the transition to a circular economy.

Humanity is facing a global problem of industrial waste management. The mining industry of Kazakhstan is the main source of solid industrial waste. The priority of the mining industry of Kazakhstan first of all is the comprehensive use of mineral resources and their final processing for output of highly market-ready products subject to the demand of domestic and foreign markets. Production of minerals from waste is extremely profitable. Mining enterprises are facing challenges to create non-waste or low-waste productions, including technology of maximum waste management, water and air treatment.

The exhibition and conference will provide an excellent opportunity for industrial companies of Kazakhstan to master the resource-saving technologies, establish waste management infrastructure, and create conditions that will help improve the environmental situation in the mining enterprises and in the country as a whole.

I am also glad to announce that during the days of the "EcoTech" Exhibition there will be a Trade Mission of Dutch companies in the field of waste and waste water treatment sector visiting Almaty.

Environment has always been of great importance in the development of the Netherlands. Throughout the centuries, in its efforts to control and protect its environment, the Netherlands has developed some of the world's most advanced environmental technologies, which are currently in demand worldwide. A compact and very densely populated country, the Netherlands is widely recognized in such areas as waste processing, water sanitation and purification, soil remediation, environmental management, as well as consultancy and irrigation. The Dutch government has opted for a modern industry policy aimed at making better use of the economic opportunities for both green and grey energy.

The Netherlands has embraced a courageous vision: by 2050, the country will have a sustainable, reliable and affordable energy system. As part of this, the Dutch aim to cut CO2 emissions by half to generate some 40 percent of our electricity from sustainable sources, including biomass. By 2020, the European Renewable Energy Directive sets the target of 14% renewable energy. Renewable resources will play an important role in the bio-based economy.

The Dutch also excel in the field of waste-water technologies including water and sewage treatment and sanitation. Water is collected, filtered and re-cycled with high levels of quality and service in an integrated cycle, with the focus on sustainable economic development.

The EcoTech exhibition is therefore a good opportunity for Dutch companies which have accumulated broad knowledge and specialized expertise and hold strong international positions in all these fields to announce about themselves and find potential business partners in Kazakhstan. They offer a wide range of products, services and technologies to their global customers. I hope that Kazakhstani and Dutch companies will establish long lasting strategic partnerships.

Development of large and complex fields like Tengiz and Korolev requires a comprehensive and balanced approach to industrial activity based on the principles of environmental responsibility. Since its establishment in 1993, TCO is working hard in order to be a leader in the field of safety and environmental protection not only in Kazakhstan but also in the global oil and gas industry.

Since 2000, TCO has invested 3 billion USD on environmental activities. Investments aimed at protecting the environment allowed to reduce the total volume of gas flaring by 91%. Currently TCO utilizes more than 99% of gas.

Since 2000, TCO has increased annual crude oil production by 154%. At the same time the volume of air emissions per ton of oil produced decreased by 73%.

During the period from 2000 to 2014 investments on environmental activities and modernization of the reliability assurance system of the plant allowed TCO to achieve 91% reduction of total gas flaring volumes and increase gas utilization rate to 99%.

TCO's successful approach to waste management on reduction, recycle and reuse as well as efficient use of water resources demonstrates our commitment to the highest environmental performance in our operations.
